Abstract

O objetivo deste trabalho é verificar se a concentração de leitos nos municípios do Brasil está associada a pressões de uso do sistema hospitalar, ou seja, à maiores taxas de internações, como sugere uma importante relação na área de saúde pública denominada de “Lei de Roemer”. Metodologicamente, o trabalho utiliza um painel espacial com efeitos fixos de ano e município de modo a verificar a força da correlação da taxa de leitos ofertados no município e também de sua vizinhança imediata sobre as internações locais. Os resultados encontrados fornecem evidências que, de fato, a maior oferta de leitos está associada com maiores pressões de uso do sistema hospitalar, o que pode resultar em um sério problema na desigualdade de acesso a esses serviços por parte da população do país.
